Contract & Grant Billing Project Update

Billing for contracts and grants requires an invoicing process that is significantly different from invoicing for goods and services. With that knowledge, a consortium of 8 institutions, Cornell University, University of Hawai’i, UC Davis, Colorado State University, Iowa State University, Michigan State University, University of Connecticut, and University of Maryland contracted VivánTech to add this much needed functionality to KFS.

As part of the Contracts & Grants Billing (CGB) project, VivánTech has enhanced the accounts receivable functionality in KFS so that it will automate the creation of invoices for contracts & grants. Users can define how and when CGB invoices and financial reports are created, how draws are made against letters of credit, and how these draws are applied to the invoices that the draws are based on.  The Agency and Award eDocs have been enhanced to facilitate the tracking and reporting on awards.

CGB functionality expands the Customer Invoice in KFS Accounts Receivable.  The Customer Invoice is a goods and services invoicing process. The CGB invoicing requirements do not fit the Customer Invoice, as agencies are billed for reimbursement of costs expended, completion of milestones, advance payments and using a predetermined billing schedule.

CGB introduces a user-friendly invoice template system that allows non-technical users to create invoice templates of various types and assign them to agency addresses.  CGB invoices will be created in a PDF form, based on the template layout or layouts selected for the agency addresses that these need to go to.

At the end of 2011, VivánTech was able to deliver the first of two phases on time and budget.

The University of Hawai’i was one of the first institutions to actively start work on going live with the enhancements. VivánTech has been working closely with UH to match the version of KFS at UH, merge, and test the new functionality in UH’s environment.

VivánTech is currently working on the second phase of the CGB project, which will support the post-award administrator’s efforts to timely collect the debts, while mitigating institutional exposure to liability for collecting at inappropriate times (during a bankruptcy proceeding, for example).

Key features of CGB phase 2 include:

• Automatic generation of dunning letters
• Referral of receivables to a central collection team
• Ticklers to remind collectors to follow-up
• Support for assignment of sponsors, projects, or invoices to off-campus professional collection agencies, or state debt recovery agencies.
• Tracking of legal proceedings
• Upgrade of A/R aging to show receivables by customer

• Participate in periodic code reviews

• Review and contribute to the development of requirements, technical specifications and design documentation.
• Follow establish standards, methodologies, and control processes

Qualifications:

• Demonstrated knowledge with object-oriented analysis and design techniques
• SUN Java Certification is a plus

• 3-5 years of professional software engineering experience, preferably in server-side web development using open source technologies
• 3-5 years of experience with J2EE include Servlets, JSP, Struts, Spring, OJB, Hibernate
• Experience with MySQL, Oracle, and/or MS SQL

• Demonstrated experience in writing customer requirements and technical documentation
• Experience working through the entire software development lifecycle:
  • Architectural design based on accepted design patterns
  • Coding using Eclipse, WSAD, etc.
  • Version Control using SVN & CVS, etc.
  • Unit testing (junit)
  • Debugging
  • Building & Deploying (Ant, Maven, Tomcat, etc.)
  • Documentation (javadoc & good communication skills)
• Experience working in a software consulting firm with clients to develop custom business applications
• Experience developing web site front-ends with HTML, JavaScript, and CSS
• Kuali or Higher Education background experience is highly desirable

KC is an open source enterprise research administration application for the higher education. The Business Analyst is a crucial role in creating and maintaining the strategic partnership between the business needs of the clients and technology delivery in an agile development environment. The successful candidate will possess a strong background in research administration systems, business analysis, and knowledge of implementing web-based applications. He/She will have the ability to plan, organize, implement, direct and evaluate processes and functions; to effectively coordinate a variety of activities simultaneously; to analyze programs and determine solutions; to demonstrate leadership and organizational skills, as well as display a strong work ethic. He/She will also possess excellent oral and written communication skills as well as interpersonal relation and critical thinking skills.

Responsibilities:

• Elicits requirements using interviews, document analysis, workshops, surveys, business process descriptions, use cases, scenarios, business analysis, tasks and workflow analysis.
• Develops roadmap, requirements and specification documentation
• Works with development teams to translate business requirements into technical requirements
• Provides timely reports on institutional business requirements gathering for weekly reporting.
• Analyzes and critically evaluates information gathered from multiple sources, reconciles conflicts and decomposes high-level information into details. Abstracts up from low-level information to a general understanding. Distinguishes user requests from the underlying true needs.
• Serves as the conduit between the customer community (internal and external customers) and the software development or business process re-engineering team through which requirements flow.
• Develops requirements specifications according to standard templates
• Participates in project meetings to review project deliverables and timelines. Works with quality assurance personnel to ensure product adequately meets all functional needs defined in scope of project.

Qualifications:

• Bachelor’s degree in computer science, accounting, or another technology-related field
• 5 or more years of industry experience in business analysis and/or software development
• Experience leading detailed requirements and specification activities
• Excellent written/oral communication skills
• Exceptional presentation and meeting facilitating skills
• Proficient in MS Project and PowerPoint

Desired:

• Experience in Kuali Coeus is a plus or any research administration systems
• Experience working in higher education is strongly desired
• Experience in working as part of an agile development environment
• Experience working with open or community source project software and teams
• Experience working on a geographically dispersed project team

Day 2 of Kuali Days 2011.  With over 800 attendees, VivanTech is a proud gold level sponsor of this great annual event.  There are many familiar faces, and plenty of new ones that we are pleased to get to know.  Yesterday’s turn-out was great.  All of our custom promotional items were a huge hit – water bottles, pens, t-shirts, chocolate covered pomegranate seeds, iPhone covers, and an iPad2.  Today we look forward to another wonderful day of presentations, meeting more Kuali members, and giving away another iPad 2 to a lucky winner of our 3:30pm drawing.  Stay tuned later this week for photos of the event!
